Jeannette leads the firm’s labor and immigration practice, advising multinational companies on the full spectrum of corporate labor matters, including workforce management, hiring strategies, regulatory compliance, and operational risk management. Her work frequently involves matters where legal decisions directly affect large workforces, business continuity, and corporate reputation. She is recognized for providing proactive, business-oriented counsel and for her ability to navigate sensitive labor situations under tight timelines, including negotiations with unions and complex workforce transitions in highly regulated industries.
Her practice extends to administrative and regulatory law, where she advises companies operating in highly regulated sectors on their interactions with public authorities and supervisory bodies. Jeannette is frequently engaged in matters requiring procedural precision, institutional coordination, and strategic navigation of public-sector frameworks—environments where regulatory outcomes can determine whether operations advance, pause, or transform.
She plays a leading role in the firm’s Projects and Infrastructure practice, with a particular focus on Public-Private Partnerships (PPPs). Jeannette advises multinational companies, international consortia, public entities, and multilateral organizations on public procurement processes, concessions, and PPP frameworks, supporting projects across their full lifecycle—from feasibility and legal structuring to tendering, award, and contractual execution. Her work includes the design of legal and contractual frameworks, risk allocation models, and bidding documentation for large-scale infrastructure and public service projects that shape national systems. Her technical leadership in this field is reinforced by specialized international training in Public–Private Partnerships. She has completed the PPP Certification (CP3P) at both the Foundation and Preparation levels, issued by APMG International, and holds the Certified PPP Foundation and Certified PPP Preparation credentials issued by K-Infra.
She co-led the local legal research for the Infrascope 2021/2022 study published by the Inter-American Development Bank and Economist Impact, contributing specialized analysis of Panama’s PPP and public procurement framework.
Jeannette serves as a strategic advisor in environments where people, regulation, and public interest intersect.
