Jose A. De Gracia

Associate
José A. De Gracia is an Associate at LOVILL with a practice spanning Corporate law, Administrative Law, and Projects and Infrastructure (Public–Private Partnerships – PPP). He supports complex corporate and public-sector matters, contributing legal analysis and execution across transactions, infrastructure projects, and regulated environments where investment, public interest, and institutional frameworks intersect.

José A. De Gracia is an Associate at LOVILL and a member of the firm’s Corporate and Projects and Infrastructure teams. His practice focuses on corporate and investment matters, as well as on public procurement and infrastructure projects developed under both traditional schemes and Public–Private Partnership (PPP) models.

Within the firm’s Corporate practice, he supports a broad range of transactional and advisory matters, contributing to mandates involving corporate structuring, investments, and cross-border operations in regulated and multi-jurisdictional contexts.

He supports the firm’s Projects and Infrastructure practice, with the legal structuring and implementation of public procurement and PPP initiatives in Panama. His work includes the analysis of regulatory frameworks, contractual models, and tender processes, as well as the review and drafting of project and concession contracts, EPC (turnkey) structures, bidding documentation, dispute board mechanisms, termination clauses, and legal risk allocation in large-scale infrastructure projects. He also assists in matters related to project finance.

His background further includes experience in strategic litigation, financial and securities law, and investment-related disputes. He has drafted legal memoranda on investment arbitration and international litigation and has supported matters involving the defense of Panama’s investment regime before the Supreme Court of Justice.

At the international level, José completed an internship at the World Trade Organization (WTO) in Geneva, within the Government Procurement and Competition Policy Group, where he analyzed public procurement frameworks and the economic implications of market liberalization under the Agreement on Government Procurement (GPA). During his time at Georgetown University, he participated in a project with the Center on Inclusive Trade and Development, assessing the risks of implementing artificial intelligence tools in public procurement processes in developing countries and their compatibility with international economic law.

José combines corporate, public law, and infrastructure experience, supporting the firm’s work in regulated and cross-border matters.
