Gabriel Silva

Of Counsel
Gabriel Silva is Of Counsel at LOVILL and a member of the firm’s Administrative Law, Projects and Infrastructure (Public–Private Partnerships – PPP), AML Compliance, and Dispute Resolution practices. He brings more than a decade of multisectoral experience at the intersection of law, public policy, and institutional strategy, advising clients in matters where regulation, public interest, and complex stakeholder environments converge.

Gabriel’s practice focuses on administrative and regulatory law, public procurement, compliance, and infrastructure projects, with particular strength in matters involving Public–Private Partnerships. He is actively involved in the firm’s PPP and infrastructure work, including advisory on the legal structuring of major public projects, and contributes to dispute-related matters arising from public contracts and regulated sectors, bringing a strong institutional and regulatory perspective to risk management and dispute strategy.

He most recently served as an Independent Congressman in Panama’s National Assembly from 2019 to 2024, where he participated in the legislative discussions of Panama’s PPP Law and Public Procurement Law and worked on initiatives promoting transparency, anti-corruption, technology, creative economies, and foreign investment. This direct legislative experience informs his advisory work, enabling him to navigate regulatory frameworks with a practical understanding of how policy is designed, debated, and implemented.

Gabriel has advised governments, multilateral organizations, and private-sector clients on regulatory reform, transparency frameworks, and public policy implementation. His background includes in-house and government affairs roles within multinational environments, where he managed cross-border legal matters and coordinated with multidisciplinary teams. He is known for fostering collaboration among diverse stakeholders and advancing shared objectives in complex institutional settings.

His combination of legislative insight, regulatory advisory experience, and active involvement in PPP, compliance, and dispute matters positions Gabriel as a key contributor in assignments involving public procurement, institutional coordination, and highly regulated environments, effectively bridging policy design with practical implementation.
