He most recently served as an Independent Congressman in Panama’s National Assembly from 2019 to 2024, where he participated in the legislative discussions of Panama’s PPP Law and Public Procurement Law and worked on initiatives promoting transparency, anti-corruption, technology, creative economies, and foreign investment. This direct legislative experience informs his advisory work, enabling him to navigate regulatory frameworks with a practical understanding of how policy is designed, debated, and implemented.
Gabriel has advised governments, multilateral organizations, and private-sector clients on regulatory reform, transparency frameworks, and public policy implementation.
