On August 8, 2025, the public event for the receipt of proposals under the Public–Private Partnership (PPP) tender for the Rehabilitation, Improvement and Maintenance of the Panamericana Oeste Highway (CPO) was held in Panama, marking a key milestone in one of the country’s most significant infrastructure initiatives.
The project, led by the Ministerio de Obras Públicas (MOP), covers the stretch from La Loma de Campana to the city of Santiago and will be developed in four phases over a 20-year period. Once completed, the project is expected to improve road safety and connectivity across approximately 192 kilometers, benefiting more than 282,000 people and generating over 12,000 direct and indirect jobs.
With an estimated initial investment of USD 359.4 million, the project includes the rehabilitation and modernization of road infrastructure, enhanced safety measures, improved signage, and long-term maintenance standards designed to ensure sustainable performance over the life of the concession.
During the event, the Minister of Public Works highlighted that the PPP procurement model represents a significant step toward consolidating infrastructure projects of national relevance, strengthening connectivity and road safety along one of Panama’s most strategic transport corridors.
Legal Structuring and Advisory Role
Lovill participated in this process as part of the legal structuring team, contributing to the advancement of the project from its feasibility stage through final structuring and tender preparation. The firm’s involvement included the preparation of the final technical report, assistance during the prequalification phase, drafting of the tender documents, structuring of the PPP contract, and legal support to the EPC contractor throughout the bidding process.
Lovill was represented at the public event by its Partners Isabel Cristina López, Jeannette Bravo, and Christopher Glasscock, together with Associate José de Gracia Domínguez, reflecting the multidisciplinary nature of the team involved in the legal structuring of the project.
